My new coil pack just arived and when I put the meter on it, using the same ignition module, it only read 11,3xx, 11,3xx and 11,5xx. Shouldn't the new coil pack have read higher than the old one?

Pick up some pieces and then remove the whole pack and base. Check and clean all the connections and particularly the ICM to engine ground pigtail. if the coils are original GM, make very sure that you copy the cylinder numbers from the coil tops - it makes a real difference which individual coil wire goes to which wire.

Most likely the crank or cam sensor. Had the same problem with my Mitsubishi. Got fuel. Had compression. Wires were all hot but no spark. New coil packs, plugs, wires, battery, fuses, but no spark so I looked into it and the crank and cam sensor is basically a distributor causing the spark to go to the coil packs and to fire in the correct order.
